It occurs in some cases but not in others.
As you probably know, antibodies are a very poor indicator of immunity though - something that orthodox medicine also knows and accepts (though local doctors may be a little ignorant of this - not everything can be included in a medical program these days).
All that antibodies indicate is that there has been some sort of exposure to the disease either by contracting that disease naturally or through a vaccine.
The hope is that that exposure has produced immunity but antibodies are no sure proof of immunity, just exposure. This is why people can still come down with the disease even though antibodies are present, and why some without antibodies don't get the disease in spite of exposure.
The reason why antibody levels are used is that they are the only thing that can be measured about an immune response. There is no marker available for immunity itself - no way of truly telling if you are immune. If interested in this area, you do some of your own research by googling.
One evidence that change can occur in antibodies is in the diphtheria studies. While homeopathic immunisation generally does not produce antibodies, there have been repeated studies conducted by French doctors showing how exposure to the nosode diphtherinum produces 'antibodies' within the exposed person.

Also, one of my friends from my student days was trying to fall pregnant but did not have a positive titre for rubella. After several doses of Rubellinum, there it was. Did this mean that she she was then immune? Maybe not. Did it mean she was not immune before the Rubellin? Possibly, but again, maybe not.
