Painting the throat is to have iodine absorbed by the thyroid. - it's an internal dose, no? And you're doing it for an extended period, yes?

(eg if someone is wearing a "nicotine patch" - or birth control implants - is it not an "internal" dose of medicine - even if administered through the skin? )
