Tri-colored Collie

We have a male Collie who is very tempermental. We had it operated on at 6 months. It snaps at the arms of our kids. It runs in circles and sometimes twirls around. It has a large nice yard, but will escape down the street it the gate is left open or if we take him for a walk, he will run away and it takes forever to get him back. He seems fearful when someone pets him.

Any help would be appreciated.
