Is this a symptom you see in a child? If so, it could be one of those temporary marks left by some childhood games. When I was a child, it was not uncommon for kids to place a paper cup over their mouths and chins and try to "make it stick" there by holding the cup in place via suction. It was a favourite goofy thing to do, at a certain age. I remember someone's mother had a shock when she saw a whole group of us with these odd reddish "masks" around our mouths and chins, which lasted quite a few minutes after we played with the cups. It WAS dramatic looking--though none of us kids knew we had these marks on our faces.
Is this a possibility in your case?
The other thing I thought about was chloasma--what is commonly called "the mask of pregnancy". The reddish brown tone can turn up anywhere on the face, and sometimes on the upper body too. Of course, you won't see this in a child...but you will see it in women using the birth control pill, or suffering other kinds of hormonal imbalances or shifts.
