Yes one does have to be coy about contraception campaigns here, because of the Catholic church's and the "religious right's" objection to it. However, he could also have been just talking about STDs and maternal health care, pre- and post-birth. (I didn't hear it, so just guessing.)

I don't know if I can find the second quote from Gates.
We do know he hangs with some pretty nasty eugenics types.
I can't believe he is not informed about their politics to remove the
bulk of the world's population.
