At the same link it also says you can view comments. However, when I click the VIEW COMMENTS link I don't see anything other than the original screen!

That pdf file is attached to my post. I hope it can be posted on Minutus. There is no mention of a bill here. If there is one then it would have to be in the Federal Register. You'd need to know the name and number of the bill to find it.
