Today (11/3/2015), the NH&MRC has released its final report http://bit.ly/1EOIxkv on homeopathy.
In essence, it concluded that there is no scientific basis for homeopathy and no quality evidence of its efficacy.

NHMRC Statement: Statement on Homeopathy
Based on the assessment of the evidence of effectiveness of homeopathy, NHMRC concludes that there are no health conditions for which there is reliable evidence that homeopathy is effective.
Homeopathy should not be used to treat health conditions that are chronic, serious, or could become serious. People who choose homeopathy may put their health at risk if they reject or delay treatments for which there is good evidence for safety and effectiveness. People who are considering whether to use homeopathy should first get advice from a registered health practitioner.* Those who use homeopathy should tell their health practitioner and should keep taking any prescribed treatments.
The National Health and Medical Research Council expects that the Australian public will be offered treatments and therapies based on the best available evidence.

I'm going to take a stab and guess that you are asking if the NHMRC had a position before doing its investigation? 
The answer is, Yes.
A negative draft report on homeopathy was leaked some years ago which showed their hand and forced them into making some pretence of an investigation by setting up this unrepresentative committee, seemingly to massage the studies and produce a pre-determined result.

The real disgrace is that a government department funded by tax payer dollars and charged with overseeing the health interests of Australians has been corrupted to the point of unashamedly releasing this highly flawed report.
Other countries should note that this is not an Australian only problem. The group behind this has strong ties with other overseas groups and the report's findings and release have been orchestrated for international use in much the same way the flawed paper published in the Lancet has been used by these groups worldwide to discredit homeopathy.
The problem is that there is not much they can do about a system of medicine whose remedies can safely used by any one at any age and easily made at any kitchen bench. Suppressing "professional" use will just drive it back into the hands of Mums and Dads around the world where it has always thrived.

People get annoyed/angry at including political perspective in our discussions of homeopathy.
But what you are talking about is politics and global economics. It is impossible to discuss this
problem without understanding the global efforts of hegemonic control by the very few over the multitudes.
Without understanding what the WTO agreement was about and how it was used to promote all these
other trade agreements, now pushing the TPP which states that corporations can hold governments responsible
for changing laws that impinge on corporate profit, it is useless to discuss the Australian, or American or UK, etc
experiences today.
We can discuss how these global, New World Order tendencies affect homeopathy, and we can try to organize
with this understanding, but we cannot talk about homeopathy with any intelligence if we do not accept what is
in front of our noses. Homeopathy has been on the chopping block of big pharma and the medical trade organizations
for over 100 yrs now. Everything they have done has been to gain total control over our body just as the big ag
corporations have been vying for total control over our food supply—all at the expense of real health and the environment.
Our struggle with homeopathy is just one expression of the move to privatize everything into the hands of a very
few mega-wealthy people who have no respect for life in any of its forms—except for their own. They view most of
the world’s population as excess baggage to be sucked dry and removed. If they cannot make money from us they
see no reason for our existence. Some may remember GW Bush refering to the public as “the Consumers.” That,
to me, said it all!
So when I read of your dismay at the govt support of phoney science, it makes me want to cry out: “What else
do you expect?” The question is whether people will stop being surprised at the leopard’s spot which keep flashing
at us and begin to accept this reality and work from there.
Sorry if this sounds harsh, but it really is not about you personally, but the entire community.
