Does this mean the sweat causes the itching or the itching causes the sweat!!!!

The sweat is causing the itching. Always study a few rx in a rubric to fully understand the rubric but usually you have to read the full rubric backwards after the first statement.

However, with only 15 rx there will be some missing if it does mean this.
