2 caveats

1) I am not in India

2) In India even in allopathy anything goes ( that is why homeopathy
is able to survive)- you can get all kinds of antibiotics and even
morphine based pain killers without a prescription from pharmacies-
some pharmacists oblige even by giving the injections themselves-
so any control anywhere else is hardly possible in India
