But no, these two people were simply born with a "thick" neck.
I could call it a "bull" neck (for illustrative purposes

wouldn't be quite fair: the shape of their necks is actually quite
nice and healthy-looking.
It's just that the line of the neck is perfectly aligned with the
outer lower jaw - i.e. when seen frontally, there is no visible
transition between the lower jaw and the nec. They form a single
straight line.
Now, one of these people (a woman) has definitely a weak lower jaw,
which would partly account for the "thick" neck effect - but only
partly. Under no circumstances - i.e. even if she had a well-defined
lower jaw - would her neck be described as thin. And it's basically in
perfect keeping with her athletic build (I am not referring to the
musculature here - it is definitely on the slack side! - but to the
skeletal characteristics of her body structure.)
