Serial dilution and succussion of the alcohol?

Just a quick couple questions for some of you on remedy production from mother tinctures:
The most sterile medium would seem to be the solute diluted and shaken within distilled water only with alcohol used as a preservative at the final dilution phase.
Questions:
1) Do the mother tinctures normally sold include alcohol as a preservative?
2) If alcohol is used as a preservative in mother tinctures, wouldn't we be seeing the alcohol and the highly dilute solute applied to the patient as a combination remedy?
3) If you do anything more than "plussing" with sugar tablets disolved in water, doesn't the sugar become a highly dilute remedy in itself if you were to carry on the serial dilution and succusion?
