sterilisation of pups

Can someone tell whether female pups can be sterilised
for life without surgery using homeopathic rx ?

In my part of India, where male pups of street dogs
are picked up and all the female ones are abandoned on
the road. The female ones, if they ever survive,
create another round of the same problems. Right now,
in my street, we have about four such one of which has
delivered in a nearby bush( at least eight- four will
be definitely be 'she's- ).Though myself and wife are
feeding them , this crisis may blow up. There was some
talk in the animal welfare circle about a surgery
conducted on the ninth week of the puppy. But that
won't materialise for the sheer volume at hand and no
doc would volunteer.

If homeopathy would succeed , nothing like that.
