A recent case brought up for me that while there's a rubric for GEN.,
downward motion agg., there's nothing comparable for upward motion.

The patient, who has parkinsonism, has a problem when he moves his eyes
upward (as in switching from the bottom of a page to the top of the next
page when reading): his eyes close involuntarily -- and he can't get them
open! Thus he can watch scenery going by out of the side window of a car,
but not out of the front (presumably because tracking objects drawing closer
causes his eyes to move upwards).

Thought some of you who like to do ReferenceWorks or EH searches might have
fun with this! (He's already under treatment, so I'm not looking for remedy
suggestions.)

This condition is called Blepharospasm, and is common in Parkinson disease
and other neurodegenerative disorders.

It can be found in Synthesis under EYE - SPASMS - Lids and there are
numerous subrubrics. There are 61 remedies listed in my version.

Apart from what already has been offered I would add that it is always
important to know whether a strong sx such as this is linked
especially to the diagnosis or not. Because the inco-ordination of
muscles can be so prominent in people who have Parkinson's (showing as
an inability to track movement) then you really have to decide what
sort of ranking to give this sx. Certainly if this occurred in someone
who didn't have Parkinson's then it would be very high ranking. If you
felt it should still be included in the repping then there are a few
other rubrics that might pertain to the description you gave, such as

eyes, close involuntary
eyes close spasmodic, on looking
eyes, open, eyelids, hard to keep open
eyes, open unable to
eyes, opening of eyelids difficult
eyes, openness, spasmodic
