There's a rubric in Murphy's Repertory with a list of remedies that makes sense.
Pregnancy - MISCARRIAGE, general, spontaneous abortion - threatening
ambr.mp1 Apismp1 Arn.mp1 Bell.mp1 Bry.mp1 Calc.mp1 CAUL.mp1 caust.mp1 Cham.mp1 Chin.mp1 Cimic.mp1 Cinnm.mp1 Eup-pur.mp1 Ferr.mp1 Helon.mp1 Ip.mp1 Kali-c.mp1 kali-m.mp1 Merc.mp1 Nux-m.mp1 nux-v.mp1 Op.mp1 Plb.mp1 PULS.mp1 rat.mp1 Rhus-t.mp1 Sabin.mp1 Sec.mp1 SEP.mp1 Sil.mp1 Stram.mp1 Tril-p.mp1 Vib.mp1
I think you will need some information on her constitutional remedy, or some emotional state, or some sensation or concomitant or something with which to cross this rubric, to narrow down the remedy choices.
This is another instance of how little was acknowledged or really known about female physiology, either allopathically or homeopathically till quite recently -- no rubrics or homeopathic literature referring to cervical insufficiency in pregnancy (or even generally). I suppose if it's not causing symptoms, it's doesn't really make the person a candidate for homeopathic treatment until some kind of symptoms appear -- which might be another approach. What symptoms coincided with the lax cervix and the slightly early delivery in her previous pregnancy?
Douglas Borland says (p.82, Homoeopathy in Practice), "The remedy that helps most women who tend to abort in the later months is Sepia, because they cannot carry the weight of the full uterus. It's lack of tone that frequently causes the seventh month miscarriages in that situation. Sepia is the remedy for the cold-blooded patient and Lil-t for the warm-blooded patient."
