Remedy degrees in rubrics

Dear List,
We have different degrees in our repertory rubrics for different remedies. I want to know how these degrees are set for the remedies? Is it a matter of severity or frequency? For example if fear of thunderstorm is very severe in provers of remedy A but we do not find it frequently in the patients cured by that remedy, should we consider it as a 4th degree in the related rubric, or as a 2nd degree? Similarly if the same fear is found in the provers of another remedy (say B) very mildly, but all of the patients cured by it have this symptom, will it be a 4th degree or a 1st degree?
