smallpox vaccine

I think one of the reasons the vaccination programme was stopped was that
more cases were as a result of vaccination than naturally occurring.
Since the vaccination was stopped, no more cases have been reported world
wide, except accidental contamination by lab workers.

personnel in USA cause smallpox? [obviously it can cause buckets of other
bad stuff but can anyone state with scientific objectivity one way or the
other if it can cause the disease itself?]
