PHYSIOTHERAPY

Good Day All
I heard something the other day that I question.
The patient, a senior suffering from muscle soreness and stiffness in the anterior thighs sought out a Physiotherapist to loosen and strengthen the connective tissue about the hips. During the appointment the therapist twisted in a semi rotation manner the femur about and although the patient did not feel or hear any grinding, the therapist told the patient that he heard and felt the leg bone grinding on hip joint, indicating cartilage was non existent and that he would not provide the physio to strengthen the connective tissue as it was the worst case of Rheumatoid Arthritis he had ever seen. The patient uses canes to get about, but can have at times with movement have very modest sore muscle pain in the anterior thigh and at times the gluteal muscles similar to that felt after overexerting a muscle. They live in a two storey house and with effort, primrily due to the stiffness, climbs the stairs on a daily basis.
IS SOMETHING is wrong here. The patient did mention that they were receiving herbal and homeopathic treatment - was that a mistake ?
Has anyone experienced a similar happening with Physiotherapy?
