I remember a story about 10 or more years ago about an American company in a
very undeveloped South American village that was putting in a water treatment
plant...and in the meantime the natives were using rain water and were told
that that was illegal. While previously they had been pushed around by this
company, after this edict...they knew that wasn't right and the whole town
fought them and the company finally told them it was no longer illegal to use
rain water.
