They can't really make viruses. All these DNA items are very complex. Sure, they can splice genes and DNA sequences into plasmids which may have some degree of success getting into a lab cultured bacteria, but that's not all that easy to do.

You are talking science fiction at this point. If the CDC had that kind of knowledge and capability, it would be helpful to try to rid Ebola.
