I do nto know who Chandran is but
This makes zero biological sense.

A ligand is a non-chemical-bond type of binding (physical binding) between a small and a very large molecule. You can't potentize a bind - it does not exist as there is no actual chemical bond.
You could potentize the combination of molecles - but for what?

The rest makes even less sense to me.
