I reckon it could mean what it says as in wants to be carried around fast, not slowly i.e. whoever is carrying the child should walk around fast or rocked quickly.

When you carry a child, you can carry them slowly/gently, or hard and fast. So for example the child wants to be carried in arms with fast movements for either the person carrying to move fast or for the child be carried in such a way that they move up and down fast.
