challenging behavior in a rescue dog

Can anyone help me repertorize overeating in a dog that has been rescued from an abusive environment in which it was starved/neglected? The first remedy I think of is Mag Carb, but I'd like to be thorough in trying to help my friend.
The dog will continue to eat to the point of throwing up, and refuses to leave the house without first drinking water (it was tied outside without shelter/food/water for long periods of time). She will also pick up and throw her food bowl against the stove in an effort to demand food, even after she has been fed. Apparently this behavior can go on for hours.
She was rescued in August and these behaviors have persisted.
