When you come across an obscure insertion, or at least, one you cannot completely understand, it is always a good idea to look for the source of that information. Bell is included according to Jahr and/or Gallavardin - this might have come from a single case or more, hard to say without the actual information.
But as Belladonna has a mania phase to it (and that would include any epilepsy or convulsion) it is possible that the compulsive stealing takes place then. There are the combined sx of wanting to escape and hide and this ties in with the accessory of stealing. More interestingly it could be a reference to a chronic case.
There is also a delusion that they are chased by police and about to be arrested and again this could be because they are deluded that they have stolen but not in reality having done so. I imagine this is what has occurred in a case and can occur again.
Remember also that Bell is an acute of Calcarea and that rx is also in the Kleptomania rubric - can spend ridiculous amounts of money - talk a lot about money in general - delusion wealthy and do steal money, coming from a fear or anxiety about poverty and their salvation.
