kitten with hernia

I am looking after an 11-week boy kitten who was abandoned in a drain, and he has what appears to be a hernia in the umbilicus. He doesn't have any negative effects from this, and every time I pop it in it just pops right out again.
Is there a remedy that might address this, or would an operation be needed?
Also, I seem to remember some time ago the group mentioned their kitten excessively licking their owner's hands, and I think Irene posited an explanation for this. Could you do so again, as I've deleted the email.
