UK, European blood not USA Prime!

I ran into a blood donation mobile unit and went in to have blood taken to find out my blood type which may be AB or B which I'll find out by Friday. Included in the long list of donor exclusion questions is if you have spent 3 months or more in UK up until 2006 or 3 months elsewhere in Europe at all, you can not donate blood in the USA. I was told that was due to mad cow "theoretical " precautions. There are also some prescription drugs, like Accutane, Propecia, Proscar, growth hormone from human pituitary glands, that if ever used preclude blood donations. Even insulin users are excluded because of mad cow concerns.
Then your blood is tested for: blood type, Hepatitis Core antibody, Hepatitis B Surface antigen, Hepatitis C antibody, HIV/AIDS 1 and 2 antibody, NAT for (HIV, HCV, West Nile Virus), HTLV VII antibody, Syphilis, Chagas' disease and other infectious agents.
