Probably because the chosen remedies were not acting sufficiently,
and/or the practitioner did not feel adequate to the task.

Personally, when I had a BAD cat scratch (and bite) infection a couple
of years ago, I tried all my arsenal--every plausible remedy I had
*available* (it was an emergency, no time to send for any) and all of
the herbs and etc. that have usually done so well for me, and they made
NO difference at all. Sometimes you've just got to use the tools that
are available; sometimes pragmatism takes precedence...

Surely if the remedies had brought about a nice, quick resolution,
there wouldn't have been any antibiotics brought on! (Which leads me
to think that perhaps the remedies simply weren't the needed ones, and
perhaps had nothing to do with the hives at all!)
