red splotches?

Does anyone know what this might be?
A friend showed me some red splotches that have recently (he thinks
maybe a few months) appeared on his torso. They're sort of diffuse
reddish patches, irregular shape, various sizes, up to perhaps
inch-and-a-half across; seem to tend to cluster; seem to be across
abdomen, somewhat up the chest, and some (few and fainter) at edges of
back, none on the back itself.
He says they do not itch, and he can't feel them with fingers (I tried,
and seems maybe a *tiny* bit raised); the only way he noticed them was
visually.
Any thoughts? He definitely has liver issues; is that possibly related?
