In the mean time enquired with The National Center for Complementary and Alternative Medicine (NCCAM) (http://nccam.nih.gov ) which is the Federal Government's lead agency for scientific research on complementary and alternative medicine (CAM). It is one of the 27 institutes and centers that make up the National Institutes of Health (NIH) within the U.S. Department of Health and Human Services. It recognizes Homoeopathy as CAM.
The reply I received from it was -
"NCCAM is a medical research agency, so we do not deal with licensure or practice requirements for CAM practitioners. Requirements for licensure vary by type of CAM practice and by state. For some CAM therapies, licensure is required in some states and not in others. For other therapies, there are no formal requirements for practice.
You may contact a hospital, medical school, health licensing authority, or medical board in the state in which you wish to practice for CAM credential and license requirements in that state."

Their opinion. They have no say. This body has zero influence over the
State laws which govern the practice of medicine And none over how
homeopathy is taught in USA. State law can only be changed in specific
ways laid down in the constitution and not by any federal organisation.

Nor is there any consensus that "CAM" is an appropriate way to practice
homeopathy. I for one would be dead against it - it's exactly why we see
such shoddy results from "homeopathic veterinarians". They are vets
first and homeopaths as an afterthought - with disastrous results in far
too many cases IMO.

"No formal requirements" sums up the situation nicely for most of the
states (with the exceptions that have been mentioned). The main thing
is, if one doesn't have a license to "practice medicine" (in that
state), one must be careful to observe those boundaries. Some
practitioners have new patients read and sign a statement saying that
they understand that the (non-medically licensed) homeopath is "not a
medical doctor", and does "not diagnose nor treat disease", etc.
Anyone with a license I guess doesn't need to worry about that. (?)
