I agree with you - a remedy in potency is not like a fever-reducer.
It would take care of whatever is needed to bring down the fever but
is not suppressing it. Here the attempt is not to bring down the
fever but to support the vital force in its attempt at combating
whatever is causing this fever to come up in the first place. And
for doing that you do not have to wait and watch.
And if sleeping or lying down is not a usual thing for the person
then it becomes a symptom. Here either it is a modality or a
concomitant symptom... And in Gels it is an important concomitant -

103.5 is a substantial fever, but I would not see it as a reason for
treating, and would not being trying to bring the temperature down,
unless there is some other reason. If thirstlessness continues for
very long, it would certainly become a symptom (and I'd be urging
him to drink anyway, and searching to find any sort of drink he
finds more appealing, and less appealing--cold, warm, hot, lemon,
etc.?
