Are "flat feet" or fallen arches a consequence of weak ankles?

Perhaps a "constitutional type" issue, but I have not checked as I
work mainly with animals - none of whom has so far had a flat-foot
complaint:-)

[A flat foot can be the result of a foot injury - broken metatarsals
with stretched ligaments before age 16 when the feet stop growing, could
cause it - and may have associated ankle damage causing weakness or
instability - but I did not think you were referring to accidental flat
feet?]
