There is reference to descending scales in:
Hahnemann's "Chronic Diseases" Preface Concerning the Technical Part
of Homeopathy (page 157 my copy)

another brief reference I found was
Dr Harimohan Choudhary's "50 Millesimal Potency in Theory and
Practice" (page 23 my copy)
he experimented with LMs in descending scales

I also did a search in EH of descending potencies and found mention
in a few journals as well as Allen, Boenninghausen, Hughes,
Pierce,and Vermeulen
