Would you endorse that if somebody is unable to take a material dose or tincture of a herb (eg milkthistle, crataegus etc) because of a contraindication, interaction with a prescription drug, or an intolerance of some kind, it would be safe to take it in a low homeopathic potency of say 3X instead?

3X is a 1:1000, physiologically and pharmacologically very active.
1ppm (part per million) is still very active materially and is a 3C: many of our hormones for example act at that level of dilution and many toxins are still dangerous at that level.

In the situation you describe, I would not go below 5C.
