Yup. It works by magic. Don't expect a rational explanation.
Mine used cards. It has one toroidal magnet, a potentiometer, a brass
receptacle, and two wires-- one from the magnet to the pot, and one
from the pot to the brass well.

Thanks Julian,
So it looks as tho dowsers have the same "garbage in, garbage out" problem
that the rest of us do. Entertaining and thought-provoking.

Recently I found an old publication by the folks who make the Rae machines,
which explained the development and workings of their machine. By my
understanding, it has to do basically with alignment of the card with a
magnetic field (can use Earth's, but then must align the machine when you
use it; their machine includes a magnet so that align with Earth's field
doesn't matter), and some sort of radio dial to change the something-or-
other, and I think wires to conduct something-or-other. Sorry, I haven't
retained the details, but at the time I was reading I was surprised and
delighted to find that it actually made sense!
FWIW,

That it is connected to the earth's magnetic field makes sense.
But the PATTERN still has to be determined, and that is done by
dowsing. The accuracy depends on the skill of the dowser.

Yup, the article did say that the patterns were determined by dowsing. (And
I'm intrigued at the idea of dowsing a pattern for a non-existent
substance!)

Malcom Rae dowsed actual substances to determine the patterns.
The pattern for a non-existent substance *MIGHT* be dowsed from the
*name* of the substance, but I'm not sure.
i.e., the NAME *is* the same as the thing. The word "rose" is the
same as the thing itself.

It's was interesting, that a man who's been fighting a severe infestation of hookworm in the brain, who has only found ONE protocol of Serasee (Bitter Melon), Titticca (Graviola), and Ascophyllum Nosodum (a premium kelp). Unfortunately, his supplier keeps shipping, and the wonderful customs dept. keeps confiscating his shipments. He cannot get out of bed without this protocol. He's been totally devoid of energy, exhausted and depressed in a major clinical way, foggy thinking.... debilitated and unable to function.
He has had each of these herbs made into a Radionic remedy in a 4C potency, and it's interesting...... He's been able to function at the same level as with material dose! He's totally amazed, and excited to be living a normal life. It's a miracle!
