It is a state where contractions have ceased and do not want to
get going again - as opposed to a rest between contractions, or
between multiple births.

Dunno if that applies at your ISP (or if it something else) - but it
does apply at aol and some others who do not bother to check what is
real and make asumptions about it instead.
