I'm jumping in late on this, but sulky teens or kids who don't want to communicate make me wonder: is the kid there because she wants to be or because mom/dad sees her as having a problem that needs to be fixed?
You may have to approach her in a very roundabout way, through her hobbies or activities, or through drawing. (If she were younger, I'd say through her play; but she's well past that stage.) If she can communicate non-verbally, you then have to explore why speech is so difficult for her.
Her avoiding eye contact and whispering her answers to her mom are also worth following further.
