What's the best way to lower blood pressure naturally?

I can not say what will work for your dad, but I get high BP due to a tumor-associuated illness and I control mine without drugs using:
ZERO drugs of any kind other than injectable insulin
1000 IU Vit E
5 fish oil caps
6 Moducare caps (keeps my cholesterol decent enough and helps immune system)
NO salt added to anything I eat (also so not buy food with added sodium salt)
No starchy foods (no bread, gluten, rice, potato, pasta etc)
No sweeteners of any kind.
Occasional fruit like a mango smoothie or dark chocolate as treat, right before exercise only.
Lots of spices (they are antioxidant)
High animal protein such as egg, seafood, meat, in that order
No plant protein esp not soy (it destroys kidney tissue which leads to higher BP)
Daily dark green leaves (dandelion, spinach)
Daily skim milk drinks, (I use in latte, 1.5 shots per two cups - coffee calms me not other way round)
I keep my potassium level at 4.5 or better on lab test, not lower.
Daily magnesium
No Artificial anything in food.
No seed oils or soy oil (ie no bought mayo, salad dressing, etc).
Extra virgin olive oil and coconut oil are my added fats.
During stressful times, I add daily, 4 to 6 capsules size 00 that I make, containing 4 parts ginger, 4 parts turmeric and 2 parts cayenne. I chose this ratio after first trying six BP lowering and "blood thinning" spices individually to determine my personal tolerance level for each, and using the top three for me in the ratio I tolerate. (I eliminated Cloves, Garlic and I forget the other one)
I get sudden BP spikes (systolic jumps up 100 points suddenly) due to tumor activity, and I handle those with
An hour of relaxation yoga (brings down 20 points)
One ml of cayenne pepper tincture in two cups water, repeat after an hour if needed.
Six spice caps, immediately, and again with next two meals.
Dose of 1M Arnica to stop the heart attack that starts.
I have had five heart attacks and a stroke since getting Cushings in 1998, but the above regime still keeps me going against predictions which were for me to check out by 2000 via heart attack.
Things to consider:
This is individualized to me.
Heart attacks in females are very different from heart attacks in males. Arn 1M stops the blood vessel spasms that cause heart attack in my case; I carry it in my wheelcair, along with potassium and magnesium, also to help muscles of blood vessels to relax.
I have no arterial plaque buildup, but the walls have flaky layers of glucose damage - flakes break off and block small vessels like a door closing, resulting in clots (hence the stroke in 2010).
The spices and Vit E are also blood thinning to help, but do not cause such thinning that I fail to form a clot when needed. (So no rat poison needed as Drs prescribe)
Moducare is a thymus-helping plant sterol/sterolin (like plant cholesterol) which displaces animal cholesterol, lowering LDL and overall cholesterol readings a little. (It is very safe, unlike statins which Drs prescribe).
Hope this provides some information or avenues to investigate to see if they can apply or be adapted for your dad.

Drinking 2 litres of water per day (in small amounts through out the day) has shown to reduce BP and even cholesterol!

There are many anti-inflammatory agents that the body actually needs or can benefit from. I am making great headway finding them, and I know this because my pain/inflammation is greatly reduced, sometimes to close to zero. Water is very important. Turmeric is the dietary embodiment of compassion. Vitamin C is great. Ginger juice; I buy a lot of ginger and juice it and then put the juice in the fridge. A little bit goes a lot way. There are many spices that work, but none so far come close to turmeric. Turmeric is God's gift to the human race.
Probably most if not all diseases of aging are different forms of inflammation. It is possible that Joepathy and his Arnica 200C works for so many old people because it is anti-inflammatory.
MSM works not just because it supplements sulfur but because it is a strong anti-inflammatory. Magnesium works partly because so many people are magnesium deficient, also because it is an anti-inflammatory.
