The story is:

Jenner noticed that people who had previously been infected by Cow
Pox, a relatively mild disease, did not get Small Pox.

On the base of that observation he experimented with the vaccination.

I don't think anyone knows whether Jenner sas familiar with the law of
similars and it rang a bell or whether he did it merely on the base of
his observations.
