Cytokine storms were already the subject of a lot of discussion during the SARS epidemic in 2002-03.
At that time, it looked like the worst outcomes were in patients who had been given anti-virals when their immune system (T-cells and such) were already firing on all cylinders – rather like pouring gasoline onto an already burning fire.

Looking up antivirus and Sars, it seems that the pharmaceutical approach is to counter the cytokine storm, not to incite it. I must be confused about what you’re saying.
