In short Jahr's conclusion at the end of the chapter:
"....
8. Primary and after-effects are, the one as well as the other, free
self-active effects of the organism and not of the remedy which only
plays the role of the exciting cause; pure absolute remedy-effects don't
exist and can't exist; all primary effects are a process excited by the
organism against the irritation [Gr: Reiz] ; every after-effect is a
counter-effect of the organism in consequence of the morbid process.
9. The true criterium, which allows to distinguish primary effects from
after-effects, is only the immediate order in which the previous state
is followed by the diametrical opposed state; therefore, because the
after-effects are not directed against the remedy itself but against
every morbid process excited by the organism, it is possible that
primary and after-effects appear without difference and alternate with
one another during this entire time of effect."

In Clemens von Boenninghausen's writings, e.g. in the 'Aphorisms of
Hippocrates (Book 1, Aph.20)' we find a similar view:
" In this active reaction of the vital force we homoeopaths perceive the
foundation whereupon that is resting what we understand as primary and
after-effects. The primary effect of a remedy is namely that which
results when a morbifying quality utters its immediate influenceon the
living organism. The after-effect, however, consists in the
counter-effect of the same active vital force [life-force,
'Lebenskraft'] against those attacks on it [the vital force]."
