www.vaccines.net is a good source on info. The expression of the law on this subject is generated by the Federal Government and deferred to each State for interpretation and application. The interpretation has taken on more of a mandate of performance by local boards of health.
Exceptions generally are of two types: either by a physician who asserts a finding that the vaccine is contra indicated to the health of the patient or on the basis of religous objection.
The U.S. Supreme Court has held in favor of the Nuremberg code, which places the Right of individual self-determination and autonomy above that of the State.
